Roof seal movement and the consequent noise increases with wind speed.  Valve let-by and construction or maintenance activity adjacent to the tank can also contribute to noise.
	Recent experience has added leaks and noise from roof drain swivels and a stillwell float weight to the growing catalog of false indications.
